About Incline Village

Incline Village in Duluth, Minnesota, is a development project managed by Incline Plaza Development LLC. The company has also been involved in projects such as Endi Apartments, the Lighthouse for the Blind, and Kenwood Village Apartments. This project is taking shape on the former site of Duluth Central High School, which was sold and demolished in 2022. The goal is to transform the area into a mixed-use space, including residential units, retail establishments, and office spaces. The development is intended to support the growing demand for housing while contributing to the community's economic, recreational, and entertainment infrastructure.

Incline Village, like the Endi Building and other similar projects, is part of a broader effort to address the housing shortage in Duluth. It includes premium and affordable housing units and will bring significant infrastructure improvements such as new streets, roadways, and utility expansions. The development sits on a hillside, offering views of Lake Superior and downtown Duluth. Designed to be a place where residents and visitors can enjoy a connected and active community, the site will feature a public pavilion, diverse retail and entertainment options, co-working spaces, and easy access to walking, hiking, and biking trails.

Incline Village By-the-Numbers

A $500 million investment was divided into three phases to create a new neighborhood featuring 1,180 market-rate housing units spread across multiple buildings, 70–120 condominiums offering views of the city, and 80,000 square feet of dedicated retail space. The projected 7 to 10-year timeline includes housing, retail, and green spaces.

A Modern Community by Design

Incline Village had its groundbreaking ceremony in December 2024, attended by Duluth Mayor Roger Reinert, City Councilor Roz Randorf, and Senator Grant Hauschild. Recognized as the second-largest private development in Duluth’s history, the project represents years of planning and collaboration. Development Team Leader Jeff Schiltz and various trade partners have played a key role in bringing this project to life.

The development is designed to offer a variety of housing types, catering to different needs in terms of size and affordability. Multifamily and multi-income housing units will help support the local economy and create a diverse residential community, attracting young professionals, families, and retirees.

The Central Hillside neighborhood, where Incline Village is located, has long faced a housing shortage due to aging infrastructure and limited land availability. This project is expected to help meet the demand for modern housing by offering updated living spaces that cater to a wide range of residents.

A Vision for Economic Revitalization

Incline Village is a residential and commercial development driver of economic growth. Adding market-rate apartments and condominiums in a key location overlooking Lake Superior will help meet the area's housing needs while contributing to financial stability. The project is expected to create hundreds of jobs during construction and additional employment opportunities after completion, strengthening local businesses, increasing property values, and boosting consumer activity.

The retail and commercial spaces within Incline Village will provide new business opportunities, drawing in a mix of retailers, entrepreneurs, and service providers. The project is designed to strengthen the city’s tax base, allowing for an even distribution of the tax burden while generating revenue for schools, public services, and city infrastructure.

Retail, Entertainment, and Recreation District

Incline Village is planned as a lively destination combining shopping, dining, entertainment, and recreation. The project will encourage a walkable, community-focused environment that reduces reliance on cars and promotes accessibility.

Developed with input from local architects, engineers, and construction professionals, the project is focused on providing high-quality living and commercial spaces while maintaining a strong connection to nature. Green spaces, walking paths, and recreation areas are integral to the design.

Sustainability has been incorporated into the project through water conservation efforts, eco-friendly waste management, and energy-efficient construction. The residential buildings will feature Energy-Star appliances, advanced insulation, low-E windows, and environmentally friendly heating and cooling systems.

Incline Village is a housing project and a long-term investment in the city’s future. Designed to evolve alongside Duluth’s growth, the project offers modern housing, business opportunities, and public spaces that will enhance the quality of life for residents and visitors alike. It is expected to be a key part of the city’s continued development, bringing new opportunities and fostering a thriving, connected community.
